In short
Foreign visitors spent 3.29 trillion yen in Tokyo in 2025, more than in any other prefecture; Osaka, Kyoto, Fukuoka and Hokkaido follow. Per visitor, the biggest spenders were in Tokyo, Hokkaido and Okinawa.

What the numbers say
Tokyo took 3.29 trillion yen of foreign visitor spending in 2025, followed by Osaka (1.67 trillion yen), Kyoto (680.2 billion yen), Fukuoka (472.8 billion yen), Hokkaido (451.2 billion yen) and Okinawa (289.2 billion yen). The top five prefectures alone account for 76% of everything foreign visitors spent inside Japan’s prefectures.
Per visitor, the ranking looks quite different. Tokyo leads at 157,000 yen, then Hokkaido (150,000 yen), Okinawa (126,000 yen), Fukuoka (105,000 yen) and Osaka (98,000 yen). High per-visitor spending usually means longer stays — average nights in the prefecture are 5.4 in Tokyo — or expensive activities such as skiing and resort hotels.
Some prefectures punch above their weight: Miyagi (87,000 yen per visitor, but only 20th for visitor numbers), Niigata (84,000 yen per visitor, but only 30th for visitor numbers), Kagawa (79,000 yen per visitor, but only 24th for visitor numbers) and Saitama (73,000 yen per visitor, but only 22th for visitor numbers). They attract fewer people, but the people who go stay longer and spend more.
The smallest totals were in Shimane (2.3 billion yen), Kochi (3.1 billion yen), Tokushima (3.4 billion yen), Fukui (3.7 billion yen) and Akita (4.5 billion yen). For a local economy that is still a lot of money, and it is why many of these prefectures are now building English-language services for visitors.
How to read the figures
Totals are what foreign visitors spent inside each prefecture during 2025 — accommodation, food, transport, entertainment and shopping — as estimated by the Japan Tourism Agency’s consumption survey. International flights and anything bought before arrival are not included.
Spend per visitor is total spending in the prefecture divided by the estimated number of foreign visitors to that prefecture. Because trips cover several prefectures, this is not the same as spending per trip, which averaged 228,782 yen in 2025.
One trillion yen is 1,000 billion yen. For rough conversions, 1 billion yen is about 6–7 million US dollars at 2025–2026 exchange rates; check a current rate before quoting figures.
